Any New Yorkers out there?

In NY how old do you have to be to drive by yourself, i know u can get your permit by 16 and full license by 17, but i also heard that if you've had you permit for six months now u can drive by yourself, but there are certain restrictions, such as how far you can drive, what time you're allowed to drive, is this true?
