Valspar tractor paint wont dry?

i recently painter my dodge ram with valspars trator impliment paint i mixed it with paint thinner to about the consistancy of milk and added 3 caps of hardener to about a quart i dident use primer the lady at the auto body shop said if i just wipe it down with a scotch brite pad the paint is oil based and my gegage is heated but i shut the heater off when i was done and it cools down quick in their also can i use a water based clear coat over the oil based paint please help
