New NFL Rule? Games ending on a penalty? When did this start?

I thought I saw a game like this last year but can't remember. Since when can games end on a penalty? Last night in the closing seconds the Cowboys scored a touchdown but it was nullfiied because of a holding penalty. How come they didn't replay the down? Living outside the USA i've not gotten to follow every season of the NFL completely anymore.
